General question - What is involved for giving a monster to someone else? Transferring the bond I guess is what I mean? What is usually involved in setting and are there any OOC mechanics for it?

Per pg. 42, it undergoes a personality shift. Other than that, it just sort of happens, mechanically speaking; there's no dice roll required.

Foraging won't work, but I've been letting people try to craft bait with 2 uses of a cooking kit and a Difficulty 2 roll.

I'm going to say... Difficulty 2, 1 Raise for an extra Monster Bait of the same type, but since it's all natural, it expires after a day.
