If you announce you have a tool that helps with Medicine, does this tool help every time you roll Medicine in that scene? Or only the first time?

Can someone post a notice at the hotel and can someone else replenish a Skill kit for you? It's says it's 15 onz to replenish if there is still a use is it 12 onz to refill?

A character can recharge an expended Skill Kit for half its cost, which is 15 onz. There's no discount for remaining charges.

I'm not entirely sure what you mean by posting notices at the hotel, but if you just want to stick a note up where people can see it, AMBA headquarters is probably the place to do it.
